Position Purpose:

This position will lead the operations, maintenance and long-term planning for a 279 mile sewer collection network in accordance with client contract obligations and incorporating best practices from the Company's Underground Asset Management (UGAM) program. This position will integrate with nationally developed UGAM strategies and approaches as appropriate and help support additional client needs and expand scope as possible. This position will interface with Plant O&M Staff in support of other contractual and regulatory requirements. Interaction with the Technical and Performance, and UGAM group will be expected as part of an effort to improve performance, and support growth opportunities as appropriate.

Primary Duties/Responsibilities:

  • Demonstrated leadership ability with an understanding of Business / Project Development / Client Management principals. Knowledge of Assets / Capital Program Management, QA/QC procedures, Safety, Environmental and Process / Operations Management.
  • Demonstrated ability to develop, implement, and manage program to an on schedule completion and within budget.
  • Demonstrated ability to regionally network in the water utility management industry at the regulatory, planning/engineering, consulting, contractor, management and operational levels.
  • Demonstrated effective communication, presentation and interpersonal skills in order to interface with and motivate all levels of personnel including but not limited to , General Manager, Senior Management Team, Supervisor, Manager and Utility Technician.
  • Demonstrated ability to prepare accurate, effective, and complete and easily understood written communications, persuasive presentations, and reports.
  • Demonstrated commitment to compliance with applicable laws and regulations, the Company's Code of Business Conduct and other Company policies and procedures.
  • Implementation Underground Asset Management (UGAM) strategy leveraging the concentration of resources found at a large treatment plant project.
  • Directs Supervisor and provides long-term planning and benchmarking O&M goals for the Collections Supervisor's team of seven operations technicians that operate and maintain the project's sewer system.
  • Prepare long-term capital planning recommendations provided to the client and EPA, annually.
  • Prepare design and capacity review analyses for sewer extensions.
  • Maintain project database using company software in order to perform higher level analyses on system hydraulic capacity, structural condition and inflow and infiltration in order to support long-term capital planning, operation and other COGS benchmarks.
  • Assist UGAM Group in the further development of new company standard programs as needed by acting as a liaison to the regional UGAM Director providing support as needed, contingent upon resource availability.
  • Seek support from UGAM Director for base project activities as needed and available.
  • Assist the UGAM Director in supporting regional Business Development efforts.
  • Other duties may be assigned.

Qualifications

Education/Experience/Background:

  • Degree in Engineering preferred; Management and/or business or equivalent related experience in water utility infrastructure management.
  • A minimum of 3 years experience within a program management environment in the engineering, public utility management, consulting or construction industry, preferably relating to UGAM asset management.

Knowledge/Skills/Abilities:

  • A minimum of 3 years experience within a program management environment in the engineering, public utility management, consulting or construction industry, preferably relating to UGAM asset management.
  • It is desirable to have knowledge of the methods, techniques, principles, practices, and management of water/wastewater treatment, water distribution and wastewater collection systems.
  • It is highly desirable to have experience with the various stages of managing infrastructure assets such as operations and maintenance field activities, data and information management systems, information analysis, hydraulic modeling, asset criticality risk models, capacity, capital and financial planning, and capital program management. Ingenuity and initiative are required to collaborate and coordinate project and program development, resolve conflicting priorities and to meet assignment deadlines.
  • Strong PC skills with proficiency in MS Excel spreadsheet, MS Project, MS Access, SQL, word processing and the ability to optimize the use of technology and systems to communicate/streamline processes and increase efficiency.
  • Familiarity with maintenance, operation, and regulatory reporting.

Required Certification/Licenses/Training:

  • Valid Driver's license and safe driving record.

Physical Requirements:

  • This job involves working primarily indoors with occasional outdoor site inspections under a variety of weather conditions.
  • Working safely in both indoor and outdoor situations to observe and report and potential direct field planning and work activities will be expected.
